Complaint about a representative.

How do i file a complaint about a respresentative?

 

A representative that i recently spoke with, canceled my appointment when i specifically told him not too.  Took an hour and 45 minutes to answer a simple question.  After i had everythign perfectly schedule he did exactly what i told him not to do.  He then assured me that i would still have my appointment at the same time, which turned out to be false.  I also have the whole conversation (it was on chat) on record.  His chat name was Ranvir.
