Compensation for period of no service

Am I able to receive compensation towards my monthly bill for a period of no internet or tv service? Both my internet and tv have been down for 13 days now. I have spoken to representatives multiple times and was told that the issue was a problem with some wires in my building. I finally have a technician coming this week to look at the issue with me there as well. I am still being billled for a full month but because it will have been at least two weeks by the time my service is hopefully restored, I am not happy at all about having to pay whole thing when I had no service for an extended amount of time.
