No reason to assume the worst. Most likely the tech took the items as a matter of habit during routine clean up. I've done it myself. If the tech hasn't already disposed of the items, they will return them to you. Otherwise, you'll need to file a damage claim to get reimbursed.
I've asked a Comcast employee to help you. You should expect a reply in this thread.
Hi Brianhama -- I can help you with these missing items. I would agree with Nerdburg's sentiments that the tech most likely did not mean to take these items intentionally. What I can do is get in contact with that tech and ask him to return these items to you. Please send me a PM with your name for authentication and best phone number for the tech to reach you at, if needed.
