Charged for Equipment not Received!

I am so frustrated with Comcast.  I had so much trouble having some cable cards installed, but they finally were able to install one cable card in my Tivo DVR.  When I received my bill, however, I was billed for the basic Comcast DVR.  I called them and they graciously credited me and apologized.  I thought the issue was solved.  Then, today I get a notice that if I don't return the DVR within 10 days, they will bill me!!  I have tried calling repeatedly both to Comcast and to the Equipment Recovery Specialists phone number on the letter.  There is never any answer.  Please let me know if you've had a similar problem and how you solved it.  Thanks, Sandy
