Changing plan options

I am interested in moving to a faster internet speed. When logged into my account, I can go to a page showing all the plans, it says "we can help you find a new plan," but the only things that are shown are listed as for new customers only... even though as I walk through them it looks like I COULD sign up. Is that true?
