Cannot transfer service due to no service in area

I recently had to move out of a rental property because the owner wanted to sell the house. I moved and purchased a new house approximately 8 miles from my previous location. I contacted comcast to transfer my service to the new house. Comcast informed me that they do not service the area and that I will have to pay the fine for early termination. It also turns out that there is no broadband capability in the whole development. So not only am I out of internet service but I also have to pay a penalty. Is there any way I can find out if Comcast can run lines to my new house? More importantly, can they run lines to the whole development? How much would they charge to do this?
