Cannot Sign Into Account

Each time I try to sign into my account I get this error: We couldn't sign you into My Account. Unfortunately, you won't be able to manage your account at this time

 

I called last week and was told after the internet gets set up then I will have access but it got set up on the 15th and I still have no access to my account.

 

How can this be fixed?
