Cable boxes in my neighborhood

In my neighborhood we have above-ground Comcast boxes near the curb that connect customers to the cable system.  Typically at this time of year many of them are broken, partially assembled and/or bent side-ways from being hit by snow pushed up by the snow plows.  There is little if any effort to repair them so year to year they look worse and worse, and I haven't heard of any initiative to fix the problem by putting them below ground (like Verizon did with their FIOS boxes).  The result is a nice neighborhood with busted up boxes in front of every 4th home or so.  Not a good look for any neighborhood!  I suspect this is not uncommon.  What can be done to make this situation better?
