Bulk account, but seeing data plan

I just moved into a brand new subdivision, with a bulk internet plan instituted by the HOA. According to https://www.xfinity.com/support/articles/data-usage-find-area, I should not have a data plan on my account, but my account shows that I do.

 

What is the correct policy here? Since I don't have a choice for my internet here, do I have to remain under the data plan?
