Bulk Services to Individual Services

I am trying to switch from a bulk account ( our community has chosen another provider) to an individual account and no one seems to be able to do that. Attached is a copy of the letter from our association informing you of the contract cancellation. However when ever I try to change my account I am told it is still coded as a bulk account and you must be notified by our association in order to change that.  I am trying to remain a comcast customer but you are making it very difficult.
