Broken outdoor yard cylinder with exposed cables

I’ve got a Comcast cylinder in my front yard that was broken when I moved in. It’s still partially intact but the cables are exposed. How do I request service to replace this cylinder? Is it called a pedestal?

"Pedestal" is the correct terminology.
