Billing error

I moved my router to the center of my house to get better coverage. After hooking up everything, thete was no signal. Called Xfinity to place a service call. Tech came out and as soon as he saw where I put the router, he said I know the problem. I disconnected the cables at the junction on the outside of the house. He reconnected and everything worked. Great, I thought. On our next bill we were charged $60 for him to reconnect the cable he disconnected!
This is so underhanded!
