Bill discounts; bill too high

My sister-in-law and I have comcast because she needs a reliable landline telephone and the tv. She is elderly and disabled.

I can only work part-time because I need to be home as much as I can to take care of her.

Our bundled contract ended and our bill is now too high to afford. We need help with the bill.

She wants to try DISH TV because they have very good promo rates.

Can we get a lower bundled price? A new 2-year contract? Can we get elderly, disabled or veteran discounts? Please help. Thank you.
