Autopay and ecobill both enables, no $5 discount?

I have had both since December 30th, I still have yet to receive the discount on my bill. The 45 days has long since passed. I was told by an Xfinity rep. if you pay your bill before it’s due (even if autopay was set up anyways) the discount will not kick in. I was under the impression when signing up for the plan that setting up both would result in a discount.
