Are these rates right?

Can anybody confirm what the correct rates should be on my bill for a single TV with DVR service?  Looking at my bill it looks like i'm getting charged multiple times for the same box.

 

The rate for my package code says "Blast! Plus - Includes Digital Economy Service, Streampix, TV Box and Blast! Internet" - 99.95

I also have a separate code that says "Service to Additional TV with DVR Service and TV Box" - 19.95

 

Is it really $20 just to upgrade a standard cable box to a DVR?  Why does it say "Additional TV" when we only have one?

Not sure if i'm posting this in the right place or not.  I tried posting the question in the Billing forum as well but it seems to have been deleted for some reason
