Added a phone line now overpaying?

So I wanted to add a phone line to my account but I was told I had to "upgrade" to a new plan that includes swapping DTA's to HD boxes and adding a bunch of premium channels that I really dont want or care about. So once apon a time my bill was $120ish then it went to $165ish and now I'm back to $199.99! How does this happen? I am tired of feeling like im slowly being bled dry by Comcast! Please help me lower my bill!!
