customer since 1996 mad about rate change

Why doesn't Comcast identify the end date of a promotional rate on their customers bills? Instead, without notice, they let customers fall into a higher rate for at least a month or until they can research a replacement plan. This is unfair to the consumer. The DPUC regulates electrical suppliers to identify on their billing statement when a rate changes. Why doesn't stand up for their customers?
