Why was I charged $60 for service to fix faulty equipment?

I just got my bill and see a $60 charge for Comcast coming out because I was not getting the level of internet speed I am paying for. Tech comes out, climbs up into the attic and changes out the splitter or whatever. After that, speeds are back up.

 

Why should I be held responsible for your failing equipment? Note I've not had a tech here for about a decade while paying $185+ a month during that time.
