Was quoted $19.95 for internet but it's $24.95 on my bill.

I opened an email offering $19.95 per month for "starter package" internet. I am a new customer. I subscribed for $19.95 and also rented the tower for $11.00. I understood that the $19.95 price was for paperless bill and auto pay. I have this, but my bill still says $24.95. Why the extra $5?

The $5 discount for Ecobill and Autopay won't kick in until the 3rd bill or 45 days.
