Setting up automatic payments

I am attempting to set up automatic payments for my 98-year-old father's account (1 month from 99!).  He and I have a joint checking account that I am trying to  use, but I keep getting an error message when I attempt to enter the bank information for direct payment.  

 

The message is:  SH400.10.8060: Customer has been blocked from using Bank Instrument.

 

Is this error coming from Xfinity or the Bank?    I would have called XFinity, but couldn't find a number.  I am just trying to simplify payment of a monthly $10.50 cable bill.
