Service Outage due to Winter Storm

Please let me know how to apply for a credit for the three days we were out of service (Feb 15, 16, 17).  I have read many other questions posted on this subject that suggest clicking on the comcast email name, and then send a message.  However, thre is nothing "on the right side" that suggests I can email my request.  Please provide a more detailed letter.
