Professional Installation

I recently moved, and was able to bring my equipment with me and install it myself. Incredibly everything installed easy and everything worked fine for several days, then the tv service went out. After hours on the phone with techs., I was told that it was a bad set top box and they needed to send a tech. out. Now my current bill lists a "Professional Installation" charge of $70.00. I was told that the first visit to a new location qualifies as a Professional Installation. Is this standard policy for Comcast?
