Please lower my bill

I have tried using chat to lower my bill a few times recently and was informed by the Bot that nobody was available.  I don't want to call in due to the hard sell tactics being used.  Many agents are difficult to understand, talk over me, and try to sell other services that I don't need.  I simply want a lower bill for what we already have.
