My Bill Increased & No Reps Available

I'm apart of a xfinity community.  We already pay the HOA to have a discounted rate.  Now, the rate increased by more than $20 and the discount decreased.  But there hasn't been any changes to the contract.  Why did my bill increase?

 

Additionally, I cannot get ahold of a representative through chat, phone, community phone number.  The chat feature is also timing out and unavailable.
