I've been getting charged for a Internet/Voice modem that I returned a year ago

I upgraded my internet package last year in April 2019. At that time, Xfinity required that they send me an internet/voice modem in order to activate this new package, even though I already own a capable modem and router. They said if I returned this modem I would not be charged the device rental. I returned the internet/voice modem the same month (April 2019) and verified that it was received. Now I just went and looked over my bills for the last year and I've been getting charged $13/month for the device I returned. I'm very confused, can anyone help?

Resolved through customer service chat. Had to escalate to superviser to get refunded for old bills.
