Contract ended, looking to change plans, why do I need an installation kit?

My yearly contract ended (should have asked if I could have it extended several years when I signed up last year), and I'm looking to find a more affordable plan.  I found one, but it includes a $15 installation kit.  Why do I need an installation kit if everything is working exactly the way it was before?  Can I get this fee waved?
