Comcast refused to refund my money

I cancelled my account sometimes back in March 2018. At the time, records showed that I had a refund due for $159.00. Comcast promised to send he check once it was processed. A month went by without receiving anything. I called back and again the Agent told me that my check will be sent within a week. Nothing happened and I called again. They apologized and promised to expedite the process. Another 3 months and nothing happened and I never received a check. Well, I called back and escalated the issue and the manager promised to have my check issued. Nothing and the same processed continued. I call and Comcast promises after being on the phone for long periods. Today 3/14/2018 about 1 year later and Comcast told me they have no records of that information. Is that not stealing, I will have to report this matter to bureau of consumer protection or file small claims court. This is unbelievable.
