Charged for decreasing internet speed

Xfinity charged me for “speed upgrade” after reducing internet speed from 1GB to 600 Mbps!
Customer support agent did not want to connect me with the supervisor after my several requests! Also agent Jackie did not want to give last name so my file to consumers protection institution was not complete!
Is there any way to cancel this unreasonable one time charge?
