Billed for Outside WiringVisit

I began having an intermittent but persistent problem with my TV service on December 27, 2017.  I called multiple times as well as had two technician visits, including the visit that resolved the problem on January 10.  The problem was my outside wire, which had been strung along my roof,  was old, weathered and deteriorated.  The technician told me that stringing it along the roof was a poor choice as it out in the heat, cold and all elements and is therefore much more prone to failure.  He also told me that Comcast stopped using this particular cable years ago. He showed me the outside connection which had water in it due to the compromised wire.  This is the wire on the outside of my house, the continuous end of which does come in my house and connects to my cable box.  He replaced this wire and the problem ceased. 

 

I understand there are charges for inside wire maintence.  However the Comcast agreement defines it as so:  ..."c. Inside Wiring.You may install Inside Wiring, such as additional cable wiring and outlets, provided that doing so does not interfere with the normal operations of our cable network. If you have us install, repair or maintain Inside Wiring, we will charge you for that service. Regardless of who installed it, the Inside Wiring is your property or the property of whomever owns the Premises."

 

I do not see how a continuous, unbroken, Comcast suppled cable that originates at a junction outside my home constitutes "inside wiring".  Especially when considering that the problem I had was due to exposure to the elements.  The outside wire connects directly from the junction outside through the wall and to my Cable Box inside.  It is not wiring or an outlet that I installed or attached.  It is the Comcast supplied wire.

 

Could you please explain why there is a charge on my bill for an in-home service visit?
