Why did my bill increase $21.27? I was told that I had a two year agreement and that my bill would not change in the two period.

A promotion you had likely expired, and there was possibly a fee increase not associated with your bundle.  The best way to find out where the increase happened is to compare your current bill with several of your past bills.  Also, always read any notes that are included on your statement.
