Bill is incorrect, should be zero dollars

Hi, my bill should be zero dollars, as it was last month, but its trying to charge me $150 plus. My service is frozen and off, which is why its zero last month, and should be still. Correct the error or I will dispute with the bank for a refund and cancel CC. I tried to call, but unable to speak to an agent.
