Automatic billing has not reflected new arrangement for 2 months

My new arrangement was to cost a TOTAL of $63.00 per month dropping the bandwidth to 100mbs - the automatic billing system wants $77.12 - this is $14.12 above the agreement. Your system STILL has it wrong. Bill before last I was over charged ($82.50), you offered a refund in 72 hours (then you kept the extra cash and took it off of last months bill). I do not have surplus cash, this is not the point - our agreement was $63.00 per month with a lesser bandwidth, electronic billing and auto-payment. You will not answer your phone - smarmy recording hangs up, nothing is resolved. Of course, you'll just automatically over charge me again and keep the cash till the next bill. This has not been my experience with you before - please correct and confirm...
