Access local stations not available when electric power is out - as when hurricane knocks out power

Access local stations not available when electric power is out - as when hurricane knocks out power for a week. Sure would be good to have access to local news outlets. Can such access to local stations be setup when power is out and my home access point is inoperable?

short answer is no. most local major stations have their own news/weather apps that are accessible from smart devices.
