internet constantly drops

My internet connection drops about every ten minutes.  We used to be able to stream tv with no issues.  Now we either get a messages saying “when heavily congested, speeds may be slow”, or it gives us a No internet signal error.  I’ve connected with virtual support and they say all the settings seem to be fine.  I’ve rebooted the modem many times.
