I had the same problem. I turned off my VPN (virtual private network) and the problem went away. It comes back though when I turn my VPN back on. I use expressVPN.
Update: I found that instead of always turning my VPN off to get email to send, under my VPN options there is an option for "split tunneling" that allows me to "select apps that I don't want to use my VPN." I selected my Xfinity Connect app so now my Xfinity Connect apps works as it should -- sending email and not holding them in my outbox.
