Coaxial cable: water damage?

I had a leak in a corner of my basement that caused water damage to the wall.  My cable ran along the wall under the carpet, and once the repair was done my cable no longer worked.  The cable technician said they must have damaged the cable when relaying the carpet over it, but when I contacted the carpet company to fix it, they said it could be water damage to it so are not responsible.  My question is, can a coaxial cable be damaged by the middle of it, not the ends, getting wet?  If not, I'll try to argue it, but if so, I'm probably out of luck.

Most likely not water but pierced by a carpet tack, it doesn’t take much.
