Endless Loop Trying to Transfer Service

I need to transfer my service.  The phone number only will send me a link to how to transfer service and not connect me to an agent.  The link only sends me to a page that says an agent can't help me and then sends me to a page of the same choices that got me that message.  Is anyone available to provide service at Comcast?
