Being Charged When My Service Is Not Connected

So I had an intsall appointment today and come to find out I have to have a line ran to my house as I am the only one in the neiborhood who does not have an xfinity line ran to their house. I do not have service yet but recived a bill a few hours after the appointment was done, how am i being charged for a service I do not even have.
