continuous packet loss and unstable download / upload speeds

continuous packet loss and unstable download / upload speeds

So i have had this problem off and on i'm not sure how to get this fixed. I've dealt with online support and i've even had service techs come to my house and check inside / outside connections, the service techs ran tests on the service nodes and concluded that they weren't working at full capacity.

 

I'm not sure what to all i keep getting suggested is reboots and getting a new modem, can someone please give me advice and finally fix this service issue/
