Slow Internet at night and Funky Installation

So every night (around 6pm-Midnight) my download speeds drop and makes the internet unusable. Streaming videos on youtube is bad. Gaming is bad. Even loading simple web pages is bad.

 

Once midnight hits - the download speeds shoot up super fast like it normall is during the day. Anyone encounter this and find a fix for it?

 

Also - not sure if this is related, but the tech guy who installed my internet put the modem in the basement, in a room surrounded by concrete and set up the cable so that the modem is hanging in the air next to the circuit breaker box. Is this normal?

Thanks!  I ran through that and had no luck.

 

The key to this whole issue is that it's time dependent - and consistently during the evening. If anything was wrong with the equipment, lines, placement of modem, etc - it would always be slow. But it's always slow during the evening. 

 

Still in search of guidance. Thanks!

same issue in 2 locations. I lived in a suburban area for the past few years and had them out 3 times to check. Each tech changed some wires but nothing ever helped. Just moved to the city (Boston) and I'm having the exact same issue. Tried trouble shooting but nothing works. Hope a solution gets posted on here.
