I want to own my modem/router. Is is safe to buy a (used) Cisco DPC3941T Router on Ebay?  Should I try for a different model?

Anything you buy on eBay is buyer beware. Especially, when those gateways aren't available for retail sale. Chances are pretty good it already belongs to Comcast.

FWIW, you can't get a 3941T from a retailer. It's always been an ISP leased model.
