Should I be concerened about these errors or the upstream power levels reported?

The downstream power is on the high and the upstream power is on the low side. Are you actually experiencing any connectivity problems ?

I am not noticing any noticible connection issues other than occassionaly my VOIP (not comcast) phone disconnects from the network and then reconnects. I am not sure if that is related. I would need setup some logging on the network see of there are drops that I just may not be noticing. 

 

I do notice that when streaming video to TV the quality does degrade temporarily, but hard to say if that is my connection of the content provider.

Not certain that this will help but for giggles you could try adding a 6 dB or a 10 dB attenuator pad to the line going to the modem and see if it helps. YMMV.
