The data cap was suspended in May and remains suspended today except in two trial markets.

The original announcement is here: http://corporate.comcast.com/comcast-voices/comcast-to-replace-usage-cap-with-improved-data-usage-ma...

The current policy is listed on a number of pages, like http://customer.comcast.com/help-and-support/internet/common-questions-excessive-use/

At the moment the cap is only relevant in the Tucson and Nashville test markets:

    http://customer.comcast.com/help-and-support/internet/data-usage-plans-nash/
    http://customer.comcast.com/help-and-support/internet/data-usage-plans-tucson/

Sucks to be in Tucson. If they are really going to have an honest trial and not just fish for what they want to hear it should be in a market with some kind of actual competition, so they get a real idea of the customers ideas on these plans.
