I'm trying to create a new email address but i keep getting an error message.

Sometimes the instructions don't work.  Might be what you're experiencing.  I tried to create a new email address several months ago, and ran into the same problem;  endless do-loop of error messages.  In that case, the only resort seems to be to call in, which is a painful experience.  Took them almost an hour to create a new email address for me.  But if it's all you've got.....

adding.. try another browser like IE, chrome, firefox, opera to create the password
