When calling outside of a native Verizon coverage area, I get the following message when dialing out "Please re-enter the 10 digit telephone number"

Is there anything that can be done to resolve this issue?

Try saving the number in your phone book as a 10 digit number, and calling from that.
I have had friends claim they have that same problem until they do what I mentioned, and it has never happened to me...

While roaming this issue happens regardless of whether I manually dial the 10 digit number directly, or call a contact with 10 digit number saved.

How often are you roaming? 10% of your calls ? 50%? 90%?
Maybe in the meantime (while awaiting a real solution) save the number like this:
"6035551212;6035551212"
The semicolon acts as a hard pause, after dialing the first portion and the line starts rininging, the phone will display a message asking if you want to dial the second portion. When you hear the system say to dial it again, say yes.
Tedious, but will help save some key strokes when you are roaming.
