I am having the exact same issue...support has been completely useless!  The issue is on their end I'm convinced.  New account, ported over number from AT&T onto iPhoneX...activation went smooth, but any attempt to get into voicemail yeilds a "User Busy" error.  Did this ever get resolved?  I'm pulling my hair out and the phone is used for business I can't be without a VM box.
