Account Locked

My account got locked out for no reason. Xfinity charged me to pay off phone even though I was under monthly payments. Then locked out my account and deactivated my phones. Have called many times and every time I'm told tickets are in to tier 2 and that they will call me in 24 hours but never call. Been almost a month now with no service to my phones. Need help! How do I contact tier 2?
