Truck stop wifi

Why hasn't COMCAST partnered with the truck stop owners to have WI-FI?
I imagine there are many drivers sitting in truck stops all across America that are comcast customers and are paying for Wi-Fi service from TA PILOT and FLYING-J.
I expressly paid for this package so I could use HOT SPOT. to date, I haven't been able to use it because parking issue for my rig.

T4540! We appreciate your feedback. In regards to you accessing WiFi, I'm not sure if you knew this or not, but we do offer something called XFINITY WiFi Access Passes that will allow you to access our hotspots. Access to the hotspots is offered at no additional charge to all XFINITY Mobile customers as well as XFINITY Internet customers who subscribe to packages that include speeds of 25 Mbps or higher. For users who don't subscribe to XFINITY Mobile or to an eligible XFINITY Internet package, hourly, daily, weekly and monthly XFINITY WiFi Access Passes are available for purchase.
