is streaming tv free?

I went to look at my channel listings and was asked to sign in and name my system and agree to terms. This is new for me. Comcast did not do this last time I pulled up my channels to watch TV.  Are they now charging to stream tv?

This is part of the newly redesigned StreamTV experience.  You will not be charged for streaming your subscribed to channels.
