I've tried uninstalling Silverlight, restarting and reinstalling it multiple times.  I've tried deleting cookies and browser cache but it still says the same thing.

Hey, i'm having the same issue. Tried the same fixes. In fact installing and reinstalling silverlight seemed to work the first time. Got back on fine, watched a few things. Came back a couple days later and it wasn't working again. And it's telling me it's the same issue as before, it's telling me to empty my browser cache and delete my cookies, which btw also doesn't work. They seriously need better online support, like someone who you can chat with 24/7 for tech help and whatnot. Starting to get seriously tired of Comcasts issues. For what I pay them, they better get their  (censored here) *butts* (yeah that there was NOt the word I wanted to use, what if I'd been referring to a donkey but it's other name?) sorted or I'm taking my business elsewhere and I really don't want to have to. I've been a loyal Comcast fan for years, but it seems to me that quality of service is really starting to go down hill.
